XVIII INTERNATIONAL CONFERENCE ON HISTORY OF MANAGEMENT THOUGHT AND BUSINESS  “SCENARIO-BASED MANAGEMENT:  ORIGINS, CHALLENGES, SOLUTIONS”
             It has become a tradition for Russian and foreign theorists and practitioners of management to take part in annual international conferences on the History of Management Thought and Businesses (HMTB), held by the Lomonosov Moscow State University in order to discuss various important issues in management.
Over the course of time several conferences have been held on the following topics:

At the last HMT- conference the participants put forward some ideas on the theme of the next conference, but in most cases it was proposed to continue the study of the problems of Scenario Management raised and discussed at the conference of the HMT in 2016.  The proceedings of the conference HMT-2016 can be found on http://www.econ.msu.ru/elibrary/is/free/.

 
The most heated debate between participants of the conference HMT-2016 erupted about differences in meaning of the terms "strategic management", "situational management", "scenario planning" and the "scenario-based management". As the main scientific and practical positions and illustrations of the above terms the participants used the treatises of well-known researchers in the field of scenario planning and scenario management, and their own experiences. Not to say that the dispute ended. That is why the Organizing Committee decided to hold the conference on the History of management thought and business in 2017 on the topic of "Scenario-Based Management: Origins, Challenges, Solutions". The purpose of the forthcoming conference is to continue the discussion about the origins of scenario management and to generalize the results of the latest research on scenario management. Still the aim is to discuss the reasons for the appeal of the representatives of science and practice of management to scenario approach in the management of organizations in terms of, first of all, the unpredictability of the changing business environment of objects – countries, regions, organizations of all forms and at different stages of the life cycle.
 
Many of the questions of the conference HMT-2016 will be discussed at the conference HMT-2017, namely:
  1. How and why have ideas and views on management about the unpredictability of the business environment varied over the millennia of existence of management ? How relevant was the experience of managers and thinkers of the past to scenario management? Are there historical examples describing the success and failure of this way of thinking and acting? And what methods were used to minimize the risks in the governance of States, in management of military battles, economy, production, the family companies to the unpredictability of the business environment?
  2. What are the principal similarities and differences between “Scenario Management” and “Scenario Planning”, between “Scenario Management” and “Forecasts”, between “Scenario Management” and “Strategic management”? What is the role of Leadership in the Scenario Management of organizations?
  3. What are the most important reasons to turn to a scenario management? Are there effective and efficient methods and technologies of making managerial decisions under conditions of unpredictability ? How are decision rules created and formulated in solving of problems with uncertainty of the business environment? What problems arise in the Scenario-based management process and in the process of implementation of decision rules?
  4. What are the reasons of non-fulfillment solutions caused by the unpredictability of the Business environment? Can the impact of these conditions be eliminated or  be minimized? What is the ratio between the Resource Approach and the Target Approach to minimize risks of non-implementation of the scenarios?
  5. What competencies should be possessed by the developers and managers of scenarios? What is the role of managers in the process of implementation of managerial decisions in conditions of uncertainty and unpredictability of the business environment?
  6. How can students be trained and/or coached to develop scenarios as decision rules in managerial problems with uncertainty, and to use Scenario Management as the system of implementation of the scenarios?
