Medical examination and fingerprint registration for foreign citizens
According to the Federal Law dated July 1, 2021 No. 274-FZ "On Amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" and the Federal Law "On State Fingerprint Registration in the Russian Federation" and Amendments to FZ-115 dated 14.07.2022. Article 8, all foreign students, teachers and researchers are required to undergo a medical examination and fingerprint registration.
- Foreign students who arrived in the Russian Federation for a period exceeding ninety calendar days must undergo a medical examination and mandatory fingerprint registration and photography (after a medical examination) within 90 calendar days from the date of entry into the Russian Federation.
- Foreign students who arrived in the Russian Federation before 12/29/2021 must undergo a medical examination and mandatory fingerprint registration and photographing (after med. surveys) until December 30, 2022
Medical examination for students can be passed on the basis of a department of paid services of the State Budgetary Institution of Healthcare of Moscow "City Clinic No. 3 of Moscow Department of Health" (ГБУЗ «ГП №3 ДЗМ») at the address:

Fingerprint registration and photographing for MSU students is organized at the Migration Department, MSU Office of the Ministry of Internal Affairs (Leninskie Gory, 1, MSU Main building, Sector B, ground floor, to the left of the dietary canteen).
Algorithm for passing medical examination, fingerprinting and photography
Step 1. Check that you have in hand all the documents necessary to go through the procedures: a passport with a valid visa, a migration card, a valid registration at the place of actual residence.
Step 2. Pass a medical examination.
Medical examination involves 2 visits:
1. First visit: registration and payment for the medical examination, testing (blood, urine) and fluorography.
2. Second visit: receipt of the testing results, appointments with specialty doctors.
PLEASE NOTE that the cost of medical examination is 5 900 rubles, is to be paid directly
Step 3. Sign up for the procedure of mandatory fingerprint registration and photography at: https://dikidi.ru/735933
Step 4. One day before your appointment, you will receive a confirmation of the appointment and the necessary instructions to the e-mail you specified during registration.
Step 5. Arrive exactly at your appointment time and go through the procedure of mandatory fingerprint registration and photography at the Migration Department, MSU Office of the Ministry of Internal Affairs. This procedure is free of charge. The Department of the Ministry of Internal Affairs is located in sector B (ground floor, to the left of the dietary canteen). Please don't be late.
Categories of citizens who are not subject to the requirements of the Federal Law 274-FZ on mandatory medical examination, fingerprinting and photography:
- citizens of the Republic of Belarus;
- foreign citizens arriving in the Russian Federation for purposes not related to work (training, scientific and technical relations, participation in conferences, etc.) for a period of up to 90 days.
Fingerprint registration and photographing are carried out by the internal affairs authorities once, regardless of the number of entries / exits to the Russian Federation.
With regard to foreign citizens who have not fulfilled the obligation to undergo mandatory state fingerprint registration, photographing and (or) medical examination within the specified period, it will be considered to reduce the period of the temporary stay in the Russian Federation.
In case of loss or damage to a document confirming the passage of mandatory state fingerprint registration and photography, you must contact the Migration Department, MSU Office of the Ministry of Internal Affairs, where such a document will be issued again.
